01 | CERTIFICATE OF CONFORMANCE: The supplier shall provide an original copy of test reports or certificate of conformance including those from sub-tier suppliers, with each shipment or after the completion of a service. The certificate of conformance shall be legible and reproducible, signed by a quality personnel or a supplier’s authorized representative. The report shall state compliance to the purchase order, drawing, specifications, including classifications when noted. As a minimum, the certificate must contain the following information as applicable: a certification or report number, date of issue, name and address of the supplier, the BARKENS purchase order, a description of the service provided, the product name, batch number, quantity shipped, part number, the actual tests values, the manufacturing, test dates, expiration dates, as applicable. The supplier must have on file all material, chemical and physical test reports and C of C’s for processes or services subcontracted and shall make these documentations available for review by BARKENS, its customer and regulatory agencies upon request. MATERIAL AND SPECIAL PROCESSING CERTIFICATIONS: Actual material certifications are required for Seller’s provided materials. Certifications must be traceable to the original Mill Lot or Heat Number. Specimens will be required when specifically stated on procuring documents. |
02 | QUALITY/INSPECTION SYSTEM: Supplier shall establish and maintain a documented quality system that complies with any of the following: ISO 9001, AS9100, GUIDE 25, A2LA, NAVLAP, Nadcap, ISO 17025, ISO 10012, ANSI/NCSL Z540.1 or Industry related systems, appropriate to their business. Unless granted otherwise, the supplier shall maintain a minimum inspection system complying with the requirements of Mil-I-45208. The quality system is subject to verification and approval at any time by BARKENS quality group. |
03 | TEST REPORT: Chemical, physical, mechanical, environmental test reports are required. The supplier is required to provide the actual test results, with control limits and ranges with the test report. The report shall be signed by the supplier quality or management representative. |
04 | NO CHANGES, SUBSTITUTION OR COUNTERFEIT: The seller shall not make changes/substitution to products, processes, services, specifications, tests, or special vendors, when specified on the procuring documents, unless approved by BARKENS. Seller shall notify BARKENS in writing on proposed changes to controlled products, test methods or rework/modification to parts or other services that may affect function, risk, reliability, or when it deviates with a standard. The seller shall notify BARKENS of changes to facility, location, ownership, industry certification status, quality management or downgrade of quality system following a survey and/or approval by BARKENS. |
05 | SHELF-LIFE CONTROL: For age sensitive commodities, the materials provided shall have as a minimum 75 percent of unused shelf-life from the date of shipment. When condition cannot be satisfied, it shall be brought to BARKENS for disposition. The product name including classifications and colors, batch number, manufacturing date, expiration statement/date, storage requirement, shall be noted on the container and the certificate of compliance. |
06 | RIGHT OF ENTRY:The supplier shall be required to grant “Right of Entry or Right of Access” to BARKENS personnel, BARKENS customers and affected regulatory agencies to their facilities to evaluate the general quality and review quality records of subcontracted products, tests and services |
07 | GOVERNMENT CONTRACT: This is a Government contract. The minimum requirement for the quality or inspection system is MIL-I-45208A. |
08 | ISO-9001 COMPLIANCE: This contract requires compliance to ISO-9001/ AS9100 Quality Management System, or equivalent industry recognizable systems that’s pertinent to the vendor’s line of business. Compliance to a BARKENS survey may be used in lieu of the above requirements. |
09 | PRIME/AGENCY/THIRD PARTY APPROVALS: Supplier shall maintain a current approval of provided products or services including methods, processes and equipment, as appropriate for the following prime or alternate certifying agencies. Loss of approval shall be immediately communicated to BARKENS.

10 | MSDS: Supplier agrees to furnish Material Safety Data Sheet(s) (MSDS) with shipment for product designated by industry, state or federal agencies as hazardous material. Technical Data Sheet (TDS) shall also be provided when imposed. |
11 | SHIPPING AND PACKAGING: Packaging, labelling and protection of the product/equipment shipped shall be in accordance with the BARKENS P.O. or best commercial practice to protect the item from damage and/or deterioration |
12 | 100% INSPECTION: shall be performed on critical items or key characteristics specified on procuring documents (i.e., drawing, specification, work instructions, other sources). Sampling inspection is not allowed. A copy of this inspection is required with product shipments. |
13 | SUBTIER FLOW-DOWN: Suppliers shall flow down BARKENS relevant quality clauses and P.O. requirements to sub-tier suppliers, including known requirements by the end-user.(i.e., record retention, confidentiality, ITAR, etc.) |
14 | CALIBRATION: Calibration system shall comply with MIL-I-45662, ANSI/NCSL Z540-1, ISO10012-1 or industry-imposed requirements. Test reports or certifications shall provide traceability of the standard used and the calibration performed in accordance with the accuracies, range of use and number of test points detailed in the “Calibration Matrix”. |
15 | FIRST-ARTICLE INSPECTION:Verify all characteristics specified on First Piece and all other parts must be held until the first piece is inspected and approved during inspection. If the first piece is acceptable, it shall be identified as: “FIRST PIECE” or “SAMPLE” and the inspection records delivered to BARKENS with shipment. |
16 | SAMPLING PLAN: Sampling inspection may be used and must conform to the applicable specification noted on procuring documents. NDT jobs to be 100% Inspected. |
17 | SOURCE INSPECTION: When this quality clause is invoked on the P.O., a BARKENS, Government or customer source inspection is required prior to shipment of acquired article(s). The supplier is responsible for providing the inspectors with verifiable evidence of quality, reasonable facilities and inspection tools, copies of drawings, specifications as well as the necessary assistance needed to perform the task. Supplier inspection must be completed before commodities can be sourced. BARKENS or its representatives shall be promptly notified when the article is ready, so that appropriated planning for inspection can be accomplished. Such inspection shall be deemed as preliminary, and all material ordered shall be subject to final inspection and acceptance at BARKENS. |
18 | TRACEABILITY AND SERIALIZATION: The traceability of the items shall be preserved. As applicable, maintain serial numbers, asset or lab number at all stages of operation. Indicate Serial number, asset number or lab number on all certifications or test reports. |
19 | ON TIME DELIVERY: Acceptance of this order requires notification to BARKENS buyer if order cannot be completed on time. Supplier to maintain a quality rating of 85% or as otherwise specified, to be an approved vendor. |
20 | NON-CONFORMING MATERIAL: If a non-conformance is detected during the inspection, manufacture or test, the supplier shall control the item to assure that it is identified for traceability, isolated and quarantined. The customer shall notify BARKENS Inc. of such non-conformance within a reasonable time, preferably within 48 hours of discovery, to arrange for disposition. |
21 | QUALIFIED PERSONNEL: Tests to be performed by trained, qualified and competent personnel. It shall be assured that personnel are made aware of their contribution to the conformity of services/products provided, product safety and importance of ethical behavior. |
22 | NDT SUPPLIERS: Only NDT suppliers listed on the Qualified Product Listing of Prime Contractors or end-user will be used. When imposed, only approved personnel, equipment, process/techniques sheets and acceptance criteria will be utilized. NDT stamp shall appear on parts or tags attached to inspected parts. Certification of conformance must include name and certification level of NDT personnel performing the inspection. |
23 | ACCEPTANCE OF PURCHASED PRODUCT: Verification by the vendor’s customer or BARKENS shall not be used as evidence of effective control of quality and shall not absolve the supplier of the responsibility to provide acceptable product, nor shall it preclude subsequent rejection. |
24 | ITAR CONTROL: This job is subject to ITAR control per ITAR 22 CFR 120 - 130, by the U.S. Department of State. You may not assign or provide this information to a foreign national without prior expressed written permission from BARKENS. |
25 | INTELLECTUAL PROPERTY AND ACCESS CONTROL - Information/Commodities Provided on This PO is Proprietary to Barkens Or Its Customer. They Shall Be Guarded As Intellectual Properties And Not Disseminated Without the Written Consent of Barkens Or Its Customers, other than customer’s/Barkens approved third party vendors whose duties require access to intellectual property to accomplish a requested task. Property shall be safeguarded from theft, loss, unauthorized access or disclosure to preserve their confidentiality. |
